The Eddie Stobart Group has unveiled plans to develop a 24-acre site in Merseyside.
Under the scheme, transport and warehousing space would be created in the former BOC Gases site in Halton, reports the Liverpool Echo.
The transport group also plans to develop a container port in Widnes and s shipping facility on the River Mersey in Runcorn.
All the developments are reported to be part of the group's £280 million five-year plan.
Ben Whawell, chief finance officer for Eddie Stobart, told the newspaper the "purpose-built" warehousing could generate 3,000 jobs.
"There's lots of related employment, and the people we are talking to say you could multiply the core jobs by at least two or three," he added.
"There will be thousands of jobs on the Widnes site in warehousing and transport. We are solving environmental problems and creating jobs."
In related news, the BBC reports that a new scheme to transform Pier Head in Liverpool has been unveiled.
Plans for a new ferry terminal on the Mersey have been backed by Liverpool city council.
