A new development to transform the Birkenhead docks has been lodged with the local planning agency.
The £4 billion Wirral Waters scheme has been devised by Peel and is set to redevelop over 500 acres of brownfield site, the Liverpool Daily Post reports.
Included in the plans are shops, offices and a residential development which could overall create 27,000 full time jobs.
Peel, which has previously regenerated Salford Quays, is to undertake a consultation exercise on the plans for the Wirral development.
Lindsay Ashworth, development director for Peel, told the newspaper that the scheme aims to build a "community" on the area.
"When you put in a planning application you are supposed to improve the current environment," she added.
"In 20 years when you come back and compare it to what is there then, it will show how the area has improved."
The Liverpool Daily Post recently reported that the city's Local Area Agreement aims to create an extra 7,000 jobs by 2011.
