Description:
The BDR Division of SAIC is one of the nation's premier emergency management consultancies, providing all-hazards mitigation, emergency preparedness planning, disaster response and recovery, and grant management/long term recovery services for public and private sector clients across the United States.
In preparation for the upcoming hurricane season, the BDR Division is currently seeking FEMA Public Assistance - Financial Recovery Specialists for opportunities throughout the United States.
Potential List of Duties Include:
- Works with Program Manager to ensure that the PA Program is effective in meeting the needs of the Applicant
- Ensures that the PA Program is operating in compliance with all laws, regulations, and policies
- Maintains knowledge of grant programs in order to interact with applicants, federal agency representatives, peers and project manager
- Establish and maintain relationships with applicants, federal agency representatives, peers and project manager
- Works on diverse tasks, analyzes data and exercises independent judgment when creating recommendations regarding FEMA PA Project Worksheets for category A-G disaster-related activities
- Assesses client situations; identifies and interprets federal regulations and uses knowledge and experience to determine method of project implementation
- Responsible for working closely with the client and staff to insure that all mitigation opportunities are maximized
- Keeps Applicants informed and educated and works with Applicants to resolve problems
- Analyzes and resolves any unique project related events
- Design and ensure accurate project work records are maintained and accessible to meet applicant needs and auditory requirements
- Responds quickly to managers, supporting the implementation of projects and organizational efforts to ensure timely, cost effective delivery of high quality products
- Must be available for short-term travel to support on-site client needs and extended deployment (eg, 90+ days) to address client response and long-term recovery needs following emergencies and major disasters
- This position supports SAIC clients in the response and recovery phase of a disaster. Though not every position requires routine deployment to disaster sites, all positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications:
Required Experience, Skills and Abilities:
- Bachelor's degree and 3+ of related work experience with working knowledge of federal grant programs, specifically FEMA PA, including related statutes, regulations, policies and processes. Four years additional industry experience may be substituted in lieu of degree.
- Knowledge and demonstrated experience with PA eligibility, laws, Federal regulations and policies governing PA programs
- Knowledge of and demonstrated field experience with PA programs to interface with program personnel
- Field experience at the state and/or local level
- Able to work both in a team environment and work independently
- Effective written and oral communications skills
- Strong Organization Skills
- Comfortable interacting with clients
- Flexible style, able to immediately adapt to changing priorities
- Previous experience in consultative organizations and in project management
- Strong computer skills, knowledge of MS Word, Excel, Access and Outlook; and the ability to learn new products as needed
- Knowledge of database modelling and design, and development of protocols, processes, and procedures for developing databases and reports
