Our Supply Chain organization is currently seeking a Material Program Manager to be physically located at our Tempe, Arizona location. This position will have complete program responsibility and authority to manage all program subcontracts, materials and services. The successful candidate will assure all materials acquisition and subcontractor activities are properly and realistically scheduled, budgeted, provided for, monitored and reported.
NOTE: grade level and salary at hire will reflect experience and skill set
Roles/Responsibilities:
Communication:
- Focal point for tying together the assigned program(s) and supply chain management function including buyers, planners, subcontract administrators, customers, suppliers, etc.
- Program Management liaison for all program related activities that are onsite.
Execution:
- Total supply chain execution for assigned program(s)
- Basic technical knowledge of the assigned program(s)
- Typically used as a deputy program manager, especially when there is a large material content.
Subcontracts Support:
- Establishment of Memoranda of Agreements(MOA) to be evoked by the contract.
- Establishes, maintains, and monitors subcontractor agreements that support program technical, cost, and schedule requirements
- Resolve subcontract execution issues
- Direct/request subcontractor proposal preparation via RFI/RFP's instruction
- Manage cash flow through development and maintenance of effective subcontract payment milestones
- Manage subcontract risks and ensure quality assurance in all subcontracts
- Provide subcontract support to the program to generate sales
- Integrate program financials with business objectives
Financial Performance:
- Cost accounting responsibility (material and labor) for an assigned program.
- Manage earned value management system (EVMS) for acquired materials/services
- Establish/negotiate material budgets to support manufactured items.
- Establish and track monthly sales forecasts and report variances and establish corrective actions thereto.
Minimum Requirements:
- BS or BA in Business, Engineering, or Program Management preferred
- Demonstrated knowledge of financial procedures and systems (such as Line of Balance and EVMS), preferably in the defense industry
- 6 or more years directly related experience with progressively broader responsibility in Materials Management or related discipline with some degree of leadership of supply chain management team and supporting organizations
- Familiarity with import and export regulations and government contracting requirements
- Demonstrated and thorough understanding of program phases and related analysis and reporting
- Understanding of technical matters sufficiently to drive others to excellence
- Knowledge of Continuous improvement tools such as PES, Lean Six Sigma
- Effective presentation and negotiation skills
- Effectively communicating, orally and in writing, for clear information sharing, direction, and status
- Ability to coordinate activities of a cross-functional team
- Knowledge of financial accounting basics
- PMP Certification a plus
- US Citizenship Required
