Regional Transit System (RTS) Program Manager (Full Time)

Location: Norfolk Virginia Country: United States of America Rate: DOQ

The RTS Program Manager is responsible for planning, coordination, and oversight of activities to support effective implementation of the Hampton Roads Regional Transit Program (RTS Program). This individual is a strategic administrator and team player who is skilled at working across organizational levels and functional areas for day-to-day Program management, including the areas of Planning, Operations, Human Resources, Technology, Engineering and Facilities, Budget and Finance, Safety and Security. In addition to active day-to-day management, the RTS Program Manager contributes to HRT's Strategic Planning Process and its major annual activities, including the Capital Improvement Plan, annual Operating Budget, Transit Strategic Plan update, Asset Management Plan, and related activities.

Essential Job Functions:

(Duties listed are not intended to be all inclusive nor to limit duties that might reasonably be assigned.)

  • Collaborates with Planning and Development staff to oversee the annual process for updating the Program and its subsidiary plans that are spread across multiple areas (for example, Human Resources, Technology, Engineering and Facilities, Budget and Finance, Safety, Operations and Security).
  • Prepares special reports, formulates analyses, meeting agendas, presentations, memoranda, and other informational materials to communicate with internal and external stakeholders, to include tracking Program milestones, deliverables, schedules, budgets, outcomes and benefits.
  • Ensures coordination among different teams and key staff responsible for Program deliverables.
  • Develops and maintains processes and procedures to accomplish successful planning, coordination and management of the Program and its subsidiary parts. Seeks to optimize the delivery of benefits through effective Program administration.
  • Makes presentations and plans and facilitates meetings.
  • Under limited supervision, identifies and proactively manages interdependencies within the Program including establishing and maintaining adherence to frameworks and processes for essential information sharing, completing tasks, quality assurance and control, resolving issues, and achieving Program goals and objectives.
  • Works directly with project managers to monitor and measure progress in all components of the RTS Program to ensure that overall goals, schedules, budget, and benefits of the Program achieved.
  • Ensures compliance with federal and/or state regulatory requirements related to the Program and its subsidiary parts.
  • Regularly scans environment and maintains communications with key stakeholders to monitor and adjust to changes that impact Program success.
  • Assists in diagnostics and problem solving in subsidiary Program areas that may address areas such as scope, scheduling, budget, risk management, and resource allocations; identifies potential solutions and makes recommendations to department managers and Senior Executive team.
  • Represents the RTS Program while contributing to HRT's Strategic Planning Process and its major annual activities, including the Capital Improvement Plan, annual Operating Budget, Transit Strategic Plan update, Asset Management Plan, and related activities.
  • Organizes and serves on work teams, task forces, and/or committees as assigned.
  • Collaborates with Grants Administration, Budget, and Finance staff to actively track the complete life cycle of Program funding, perform analyses, and resolve issues as needed.
  • Provides administrative support to the Deputy CEO as assigned.
  • Organizes and maintains Program records and serves as the principal point of contact for the RTS Program.
  • Works with cross-departmental teams to conduct evaluations of Program operations, programs, and projects, including ex post analyses, to identify and report on successful and unsuccessful elements and recommendations to improve and achieve best outcomes. Suggests and fosters use of best practices.
  • Manages records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
  • Responsible for maintaining a general awareness of HRT's EMS.
  • Responsible for handling all related job responsibilities in accordance to HRT's Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan.
  • Responsible for ensuring employees in their respective functional areas have adequate training and tools necessary to meet the requirements of the EMS procedures and SOPs.
  • Responsible for observing and evaluating required EMS competencies among employees in their respective functional areas.
  • Performs other duties as required.

Required Knowledge, Abilities and Skills essential to Job Functions:

Demonstrated knowledge, abilities and first-hand experience as follows:

  • Program management experience that demonstrates effective leadership and knowledge of principles, practices, procedures and action-oriented frameworks of Program Management.
  • Must have demonstrated knowledge, skills, and abilities to effectively manage a comprehensive program of transportation services and related capital projects.
  • Ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and actionable information, and develop sound conclusions and recommendations related to complex policy and operational issues.
  • Ability to adapt to changes that affect implementation and Program success.
  • Ability to organize workflow and modify procedures, methods, and processes to improve efficiency, including proven ability to coordinate and execute tasks that involve numerous business stakeholders and teams.
  • Ability to communicate effectively in a variety of technical and professional capacities, including making presentations and excellent writing skills to prepare a variety of reports, memos, technical studies, statistical analysis, charts, graphs, etc., in professional formats.
  • Proficiency with MS Office applications. Software usage relevant to job duties will be evaluated.
  • Knowledge of public transportation is preferred.

Training and/or Education:

Requires a bachelor's degree from an accredited four-year college or university in Business Administration, Public Administration, or related field. Master's degree preferred.

Required Experience:

At least 5 years of responsible experience in program and project management, public administration and/or related business administration, or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

Licenses or Certificates:

Virginia Driver's License
