Join us as a Vehicle Overhaul & Refurbishment Project Manager and you'll be looking at a career-defining role based in San Diego, California.

As a Vehicle Overhaul & Refurbishment Project Manager, you will plan all work activities associated with assets required to deliver the NCTD (North County Transit district) service in full compliance with the contractual requirements, regulations, polices, procedures and standard operating procedures. Ensuring that all work is scheduled, the schedules are balanced and optimized, maximize the service capabilities of NCTD and ensure regulatory compliance.

Your responsibilities will include:

- Create, maintain and update as approved the preventative maintenance plans, including all periodic inspections, for all assets;
- Work closely with Lean/CI on process improvements to minimize waste, downtime and maximize productivity;
- Monitoring, tracking and reporting on actual asset downtime against plan identifying any variations and counter measures;
- Develop and schedule all overhauls, modifications, retrofits and Capital work as per Engineering's plans, liaising with each dept head, Project Management, Material Management, Quality, Safety and Lean/CI to align material deliveries, vendor sourcing, resources, workspace & work windows, training if required, authorizations and approvals;
- Maintain and monitor the Capital plan for all assets in cooperation with the Project Manager using standard PM tools. Deviations in the plan are to be identified and escalated to the General Manager immediately;
- Plan material consumption rates for all preventative maintenance activities to ensure availability, delivery, effective budgeting and maximum productivity;
- Participate in visual management reviews to validate the departments focus, performance, key issues, safety performance, concerns and countermeasures;
- Monitor adherence to all maintenance, overhaul and capital plans ensuring the information is entered into the JD Edwards asset management system;
- Collect, analyze, and review with function leads, using the RFACA and FRB processes, performance including reliability/availability/OTP of MOW, MOE, Signals, Transportation etc. with the intent of ensuring those function leads understand their departmental performance and develop action plans accordingly. Drilling down to subsystem level and root cause;
- The custodian of the performance improvements plans, business plans, business case/benefit share initiatives and balance score card for the Project ;
- Issue reports to support internal and external reviews of performance;
- The custodian of the Bombardier COMPAS electronic database system.


Key requirements:

- Bachelor's degree in Business Administration or equivalent;
- Minimum of ten (10) years experience in the US commuter rail industry having held progressively more responsible positions up to the level of Executive and a minimum of five (5) years supervisory experience;
- Experience managing both commuter and hybrid rail services include Fleet Maintenance, T&E's, MOW, Signaling, Dispatching, Safety, Procurement and Regulatory compliance;
- Exceptional leadership, interpersonal, customer service and team building attributes, a strong knowledge of both State and Federal regulations and knowledge of local, State and Federal funding source guidelines.
