Workers' Compensation Claims Specialist II (Full Time)

Location: Norfolk Virginia Country: United States of America Rate: $51,248 - $65,341
 

Salary Range: $51,248 - $65,341

The Claims Specialist II completes online claims reporting to HRT's Third-Party Administrator concerning all automobile, workers compensation, and property damage claims. In addition, the Position will obtain and provide accident/incident investigation documentation/information from HRT to the Third-Party Administrator and the Risk Manager. The Position is responsible for all Workers' Compensation Light Duty assignments, tracking, and Payroll. Additional duties include working closely with other Departments to obtain information required during all phases of a claim, including litigation, and assisting in Training concerning claims reporting, and risk control topics. This position is responsible for analysing claims data related to accidents and injuries and developing monthly statistical reporting in order to define risks and minimize impacts. This position will evaluate and forecast potential losses while determining solutions to minimize or eliminate risks. Essential Job Functions:

  • Completes online claims reporting to the Third-Party Administrator for all automobile, workers compensation, and property damage claims.
  • Acts as liaison between HRT employees and our Third Party Administrator.
  • Obtains all documentation/information related to accident and employee incident investigations, including but not limited to the Employee's Initial Statement, Supervisor's Report, Police Crash Report, HRT video, Courtesy Cards, photographs, and the like.
  • Performs follow up document gathering.
  • Scans and/or mails documentation/information to the Third Party Administrator.
  • Logs accident/incident data into accident/incident spreadsheet.
  • Manage Workers' Compensation Light Duty assignments and tracking.
  • Responsible for submitting Worker's Compensation Payroll.
  • Prepares Quarterly Self-Insured Crash Involvement Report.
  • Responsible for maintaining accurate OSHA records of work related injuries/illness and updating the employee's days completely out or on modified duty monthly.
  • Responsible for completing the annual OSHA reports and posting the injury/illness summary report by February 1st of each year.
  • Provides documentation/information to Risk Manager and external Counsel concerning Virginia Workers' Compensation Commission or civil litigation cases.
  • Assists the Risk Manager with on-going auditing of Third-Party Administrator.
  • Keeps the Department's Standard Operating Procedures Manual current.
  • Keeps the Claims Specialist Standard Operating Procedures Manual current.
  • Conducts training and instructional assistance of internal employees concerning claims reporting as set forth in the Risk Management Policy and Procedures, as well as any risk control topics.
  • Works closely with all Departments during the information gathering process.
  • Provides excellent customer service internally and externally.
  • Interacts effectively with HRT Employees and the general public.
  • Ensures Risk Management's compliance with the Hampton Roads Transit Records Management Policies and Procedures.
  • Meeting multiple demands on a timely basis.
  • Responsible for taking customers calls and calling customers back within one business day.
  • Notify Security Department of required videos for accidents, incidents and Workers' Compensation injuries.
  • Work closely with the Case Manager for all Workers' Compensation injuries.
  • Will attend court as needed to testify about Workers' Compensation payroll or discrepancies.
  • Notify Appraiser of damage to vehicles and setup time for Appraiser to come view the vehicle.
  • Assist with Subpoenas, FOIA requests and other requests for documentation related to accidents, incidents and Workers' Compensation injuries.
  • Analyzes, audits and approves payment of medical bills and expenses associated with Workers' Compensation claims and litigated cases.
  • Attend new employee orientation monthly to discuss Worker's Compensation Program.
  • Reconcile department bills and code bills.
  • Assist with the yearly Workers' Compensation and Liability Open House.
  • Assist Risk Manager with updating monthly metrics for Risk Control Purposes.
  • Update Departmental SMSC metrics monthly.
  • Gives support to the FTA triennial reviews, drug and alcohol audits, independent audits, state audits, EEO Program auditing, etc.
  • Represents and serves on committees for the Safety Department as assigned.
  • Will be backup for the Claims Specialist I.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
  • Analyze claims data related to accidents and injury trends.
  • Clearly documents and define risks and potential impacts along with statistical reporting.
  • Communicate recommended improvements to the Risk Manager to prevent or minimize risk.
  • Assist in developing and implementing training programs concerning risk management, occupational health and safety-related programs.
  • Responsible for printing out all accident Supervisor Reports and Decision Forms for the Risk Manager.
  • Logs all vehicle damage appraisals into spreadsheet.
  • Forwards copies of all appraisals to the Director of Maintenance and the Manager of Fleet Maintenance.
  • Forwards copies of appraisals with five thousand dollars ($5,000.00) or more worth of damage to the Assistant Director of Finance.
  • Collects, analyzes and evaluates data and information related to bodily injury and property damage claims brought by or against HRT property or personnel.
  • Maintains and manage a database of all videos downloaded.
  • Create media files characterized by source and date.
  • Maintain and purge media files in accordance with HRT preservation guidelines and record management.
  • Responsible for maintaining a general awareness of HRT's EMS.
  • Responsible for handling all related job responsibilities in accordance to HRT's Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan.
  • Performs other duties and special projects assigned by the Risk Manager.

Required Knowledge, Abilities and Skills essential to Job Functions:

  • Ability to work closely and have extensive interaction with a wide variety of people during the claim process.
  • Have strong organizational skills and be able to organize own work, work independently and additionally must be able to follow routines and procedures.
  • Experience in the investigation methods, documentation techniques, interview methods, and policies and procedures related to workers' compensation, liability, and property damage claims.
  • Knowledge of the principles of legal liability.
  • Ability to multi-task job functions and coordinate information and resources for efficient and effective Department performance.
  • Familiarity with Policies and Procedures, Operation Work Rules and Regulations, and the Collective Bargaining Unit Agreement, as they pertain to claims.
  • Ability to communicate professionally and effectively, both orally and in writing.
  • Ability to maintain confidentiality.

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Software applications:

Efficient with MS Office software products (Word, Excel, and Outlook) and PeopleSoft

Perform all job duties and responsibilities in a safe manner to protect one's self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures and policies. Take an active part in reporting unsafe conditions and any hazards within the workplace to their Supervisor, Manager and/or the Safety Department.

Training and/or Education:

Minimum qualifications include (experience may be substituted for education):

  • Bachelor's Degree from an accredited college or university with course concentration in risk management, medical, benefits, business management, or related field; or
  • Associates degree from an accredited college with courses in risk management, accounting, legal studies, business management, medical or related field, and/or specialized training in claims administration;
  • Prior recent position as in monitoring claims, benefits, or related field, for at least five years.

Required Experience:

A minimum of five years of experience in the direct adjudication, investigation, supervision, and/or administration of health or liability claims with an insurance company, third-party administrator, medical company, law firm, or self-insured company.

Licenses or Certificates:

Virginia Driver's License
