Bechtel currently manages the Mobile Launcher 2 project at Kennedy Space Center, FL. This project is the design and construction of the National Aeronautics and Space Administration (NASA) Mobile Launcher 2 (ML2) for the Space Launch System (SLS).

This position may be required to travel (up to 50%) and work a schedule of rotating shifts including nights, weekends, or holidays. All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. Candidates must possess right to work in the US without sponsorship. The candidate must obtain/maintain unescorted access to the Kennedy Space Center throughout project duration. Candidates must be physically fit and able to work at an active construction site. This position reports to the Project Field Engineer (PFE).

Responsibilities include, but are not limited to:

  • Represents Construction during multi-discipline equipment purchases/fabrication activities.
  • Coordinates with Procurement and Engineering to understand deliverables of multi-discipline equipment purchases/fabrication and provides updates on construction schedule activities.
  • Coordinates with Engineering on construction activity progress to ensure integrated approach and early notification to the multi-discipline equipment purchase/fabrication vendor.
  • Represents Construction during the formation and bid, evaluate, and award phases of assigned subcontracts.
  • Analyzes the subcontract general terms and conditions to highlight areas of risk such as ambiguities, conflicts or deviations from the scope of work. As work proceeds, make recommendations to the Project Subcontracts Manager on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs.
  • Participates in pre-construction meetings; and validates receipt and approval of pre-mobilization submittals.
  • Monitors and inspects the subcontractor's quality of work.
  • Validates Subcontractors installed quantities weekly and participates in the project reviews.
  • Validates monthly progress and/or unit price payments for subcontractor invoices.
  • Prepares weekly narrative to the PFE detailing progress, open actions, potential issues, and schedule adherence.
  • Monitors Subcontractor force account and time and management reports.
  • Coordinates Subcontractor's activities with work performed by other subcontractors and facility personnel.
  • Performs surveillances and inspections of Subcontractors work; confirms and documents compliance with subcontract requirements.
  • Monitors Subcontractor submittals and coordinates required reviews by Construction and other functional organizations.
  • Coordinates with Engineering and the Subcontractor's design entity for design/build subcontracts.
  • Coordinates potential project supplied material to ensure Subcontractor receives material in ample time to prevent schedule impacts.
  • Provides technical direction to Subcontractors.
  • Monitors the Subcontractors execution for adherence to the principles of Integrated Safety Management System and to ensure the health and safety of the worker, quality, productivity and consistency.
  • Operates with latitude, exercising professional judgment within the framework of guidelines provided by the Subcontracts Manager in Construction and utilizing construction knowledge and experience in resolution of typical questions and problems.
  • Coordinates Subcontractor schedule with Project Integrated Master Schedule and monitors/reports progress and potential schedule changes.
  • Resolves cost and schedule issues for Subcontractor's potential cost changes and makes recommendations/coordinates with the Construction Administrator.

Basic Qualifications:

  • Must be physically capable to conduct field inspections and participate in project walkdowns which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, maneuvering around very small and/or confined spaces, and lifting up to 60 lbs without assistance.
  • B.S. Degree in Engineering, Business Administration, Supply and Logistics Management, or related field and 6 years of experience in subcontracts, purchasing, procurement, government property, and/or related experience.
  • In lieu of a degree, 12 years' experience in subcontracts, purchasing, procurement, government property, and/or related experience.

Minimum Qualifications:

  • Experience working with, supervising, and administering subcontractors.
  • Working knowledge of structural/mechanical/electrical engineering principles in the design and installation of structures, systems, and components.
  • Structural/Mechanical/Electrical system construction installation/inspection experience.
  • Excellent oral and written communication skills.
  • The candidate should be familiar with current design codes and standards.
  • A sound knowledge base of environmental, safety and health compliance standards required on government projects is critical.
  • Ability to provide input into development of the subcontract acquisition strategy and development of engineering design packages requirements to support construction execution.
  • Ability to provide clear and precise verbal and written communications with design engineers in order to assist with the project review.
  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
  • Strong ability to read, understand and interpret structural/mechanical/electrical construction drawings.
  • Strong understanding of change management and configuration control processes.
  • Technical knowledge of a specialized engineering discipline, cost, scheduling and contracts administration relating to the construction of heavy industrial or commercial complexes.
  • Strong understanding of module assembly, completion walk-downs, testing, punch list management, turn over packages and routine interface with Start-Up.
  • General awareness of environmental laws. Awareness of government compliance standards.
  • Knowledge of requirements for Lock Out Tag Out for safety.
  • Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel standards.
  • Work experience leading to an advanced understanding of the technical knowledge described above.
  • Support facility work planning and field coordination.
  • Ability to interface with diverse construction disciplines as well as all levels of management.
  • Related experience includes but not limited to:
    • Working in a field construction environment interpreting specifications, procedures, and codes.
    • Scoping, preparation and execution of Inspection and Test Plans, Surveillances, and Quality Verification Report Packages (QVRP) documentation.

Preferred Qualifications:

  • Working knowledge of the Bechtel Subcontract Formation Manual, Bechtel Construction Subcontract Management Manual, Bechtel Standard Work Processes Procedures (SWPPs) and the related Bechtel Standard Application Programs (BSAPs) utilized by Construction.
  • Recent Subcontract Technical Representative or Subcontract Coordinator experience in subcontract execution.
  • Recent Subcontract Management experience for major construction project.
  • Recent Bechtel experience as a Field Engineer and/or Superintendent is a plus.
  • Working knowledge of Bechtel Construction automation systems (eg, SetRoute, TeamWorks, WITS, etc.).
