The opportunity

Our hard-working team is evolving to meet the needs of our growing business and we are expanding our presence in Houston, TX to support our Project Management department.
The U.S. portion of the Keystone XL Pipeline Project consists of approximately 882 miles of 36” O.D. crude oil pipeline extending from the U.S. and Canada near Morgan, Montana, to Steel City, Nebraska. Due to the scarcity of commercial lodging opportunities in eastern Montana, South Dakota, and northern Nebraska, there are currently 10 workforce camps planned to support the construction requirements of the Project in those areas.

The location for this role is in Keystone Pipeline's project management office in Houston, Texas.

Travel requirements for this role will require up to 50% - 70% travel during the construction phase of the Project, generally between May through mid-November.

The successful candidate will have extensive knowledge of workforce camp permitting, camp engineering, design, and construction.

What you'll do

This is a Project Management position reporting to the Director - KXL U.S. Pipeline Execution. The successful applicant will be responsible for managing all aspects of various “off-right-of-way” activities of the Project. This includes, but is not limited to the following:

  • Management of the planning, construction and operations of workforce camps ensuring:
  • Alignment of camp development for the project with pipeline and facility construction requirements
  • Local, state, and federal camp permit compliance
  • Adherence to Project cultural and environmental requirements
  • Camp supplier contracts are developed in a timely manner
  • Camp supplier construction schedules are developed in accordance TCE requirements
  • Camp design engineering development, review, and approval is accomplished in a timely manner
  • Camp development engineering budgets are maintained through continual communication with the Project Controls team
  • Supply Chain Management is engaged in all aspects of contract development including the review and alignment of Decision Summaries, LNTPs, Change Orders and Purchase Orders
  • Prime contractor safety and quality processes are effectively communicated to the camp engineering contractor and the camp development contractor
  • Project training requirements are adhered to for all camp TCE personnel and camp contractors prior to the commencement of construction work activities
  • Security requirements for workforce camps are coordinated with TCE's Corporate Security department
  • Project document control requirements are consistently maintained

Additional deliverables:

  • Ensuring that ancillary Project requirements and activities are well defined and communicated
  • Representing the Project at local meetings arranged by Community Relations
  • Representing the Project at local and county meetings with civic leaders' governmental officials
  • Playing a lead role in negotiations with camp contractors with respect to finalizing scopes of work, execution plans, and contractual terms
  • Assist in the acquisition and retention of Project resources required to support the Project
  • Ensuring effective close-out of project facilities including site reclamation of leased properties of facilities

Project Logistics

  • Management of Project logistics requirements including:
  • Development of policies and procedures for the use of private aviation charter services to meet the travel requirements of Project personnel with TCE's Corporate Aviation Department
  • Management of the coordination and bookings of fixed wing and rotary aircraft services required during project execution with TCE's Corporate Aviation Department as well as private charter services
  • Coordinating the camp reservation requirements for TCE personnel with the camp operator
  • Coordinating camp rental car requirements for TCE personnel with the camp operator

Minimum Qualifications

  • Bachelor's Degree required
  • 10 years of project experience
  • 5 years' experience as a Project Manager

Preferred Qualifications

  • Proficient in PC-based computer systems and software applications with an emphasis on SAP,
  • Microsoft Excel, Word, and Project
