Position Summary/Position

Under the Direction of the Chief Executive Officer and Chief Operations Officer the Director, Facilities is responsible for the planning, directing, monitoring the activities and operations of the Facilities Division including grounds maintenance, facility construction, renovations, office services support, warehouse storage, shipping and receiving, mailroom operations, facilities support, emergency/crisis management, security support, space planning, business continuity, disaster recovery, property management and program oversight. Coordinates assigned activities with other divisions, departments and outside agencies. In this capacity the Director, Facilities provides highly responsible support to the Chief Executive Officers.

Major Functions (Duties and Responsibilities)

1. Manages the activities of the Facilities Department which includes custodial and preventive building maintenance services; remodeling, minor and major Capital Improvements and structural reparation; generator/elevator maintenance program; energy resources/conservation programs; and grounds regulation enforcement.
2. Reviews/oversees facility capacity analysis and makes recommendations on building design and space planning including reconfigurations and modifications of existing layouts.
3. Participates in lease negotiations, oversees the bid process and vendor contracting for services, and oversees contractor activities and relationships for all IEHP related support vendors and services.
4. Oversees the planning, development, coordination, and implementation of new construction, remodeling and renovation activities throughout the IEHP campus, satellite location, support locations and extension locations.
5. Responsible for all phases of project development, including conceptual, planning, administration, budgeting, end-user occupancy and logistics.
6. Procures services and assets in accordance with public works regulations and IEHP purchasing policies.
7. Develops, submits, maintains and monitors annual departmental operating budget, including company utilities, capital expenditures and annual building operating expense.
8. Oversee the functioning and efficiency of building systems including mechanical, electrical, fire safety, and elevators.
9. Administers the department s personnel program; directs a large staff through subordinate managers and supervisors.
10. Formulates departmental policies, procedures and work standards.
11. Confers with Chief Operations Officer concerning facility needs; resolves problems
12. Formulates and implements long-range facility management plans for preventive maintenance and remodeling needs.
13. Ensures IEHP facilities are inspected and applicable building and safety codes enforced.
14. Manages the warehouse system that procures, stores and issues a variety of stocks and supplies for usage throughout the organization.
15. Establishes security requirements and assures necessary staffing and training of personnel to adequately handle emergency/crisis management situations.
16. Reviews plans and specifications submitted by architects on projects being done under contract and makes necessary changes or recommendations for change; conducts inspections to determine adherence to plans and specifications; monitors progress on projects to ensure building facilities and equipment are located, relocated, or removed in accordance with agreements; reviews building codes, safety regulations, and health codes to ensure the IEHP is in compliance.
17. Oversee and administer all aspects of emergency/disaster preparedness, including prevention, mitigation, response, and recovery.
18. Implement and provide major oversight for the Business Continuity Plan or other response plans during disasters and ensure understanding and implementation of emergency powers and support in the event of a local emergency.
19. Coordinate, plan, develop, organize, direct, and evaluate response to significant multi-hazard emergencies or disasters involving earthquakes, structure fires or wildfires, hazardous materials, actual flooding or system failures, public health emergencies, acts of terrorism, infrastructure failure, or any other natural or human-made disasters.

Experience Qualifications

Five (5) years experience in facilities management with three (3) years supervisory experience required. Construction project management experience. Vendor management experience. Warehouse supervisory experience.

Preferred Experience

Education Qualifications

Bachelor's degree from an accredited institution required.

Preferred Education

Master's degree from an accredited institution preferred.

Professional Licenses

Drivers License Required
Yes, must have a valid California Driver's license and valid automobile insurance. Must qualify and maintain driving record to drive company vehicles based on IEHP insurance standards of no more than three (3) points.

Knowledge Requirement

General knowledge of building standards and code requirements. Knowledge of postal services, requirements and protocols.

Skills Requirement

Demonstrate advanced leadership skills. Excellent communication, negotiation, presentation, interpersonal and organizational skills required.

Abilities Requirement

Ability to effectively coordinate multiple projects.

Working Conditions

Physical Requirements

Starting Salary: $113,464.00 - $144,622.00

Pay rate will commensurate with experience
