Director of Financial Planning & Analysis provides leadership for financial planning, analysis functions, and financial reporting in order to provide financial decision support information consistent with IEHP objectives and policies.
Major Functions (Duties and Responsibilities)
1. Oversees financial and regulatory reporting and budgeting and analysis teams to ensure cohesive team culture and efficient workflows between the different teams.
2. Develops and prepares effective financial models for accurate evaluation of performance and to assist in management decision-making.
3. Conducts timely and accurate forecast preparations and consolidations, identifying key issues and trends, and opportunities and risks.
4. Collaborate with business owners to develop solutions to high cost drivers and establish monitoring systems to determine their effectiveness.
5. Develops, implements and maintains, or oversees the development, implementation and maintenance of appropriate and required records, documents, policies and procedures.
6. Identifies the need for and oversees department implementation of department-related system enhancements.
7. Participates in development of department objectives and action plans that align with company- wide and department objectives; monitors progress and implements appropriate interventions based on results.
8. Participates in identification of key business issues that relate to analysis of financial data.
9. Directs research and evaluation on a variety of diverse and complex projects/problems (strategic, financial, statistical, operational and cost/benefit analysis).
10. Responsible for hiring, supervising, mentoring, and retaining talented team members. .
11. Has in-depth knowledge of health plan functions and interactions, in order to anticipate upstream and downstream financial impact of operational decisions.
12. Responsible for providing strategic recommendations for GAAP/GASB reporting (ie: revenue recognition, capital investments, pension reporting, etc.).
13. Very strong knowledge of principles and practices of financial planning and analysis.
14. Very strong knowledge of laws and regulations governing healthcare, and ability to determine their impact.
15. High proficiency in financial modeling and analysis skills, with ability to analyze and evaluate complex issues and recommend and implement solutions.
16. Will serve as a point person for coordinating financial audits from external audits (with the company's external auditors) and regulatory audits.
17. Strong knowledge of the business, economic, demographic, and political trends and developments affecting healthcare.
18. Very strong oral and written communication skills, including ability to communicate professionally both orally and in writing to diverse individuals and groups inside and outside of the organization; includes the ability to effectively explain complex information and tailor presentations to a specific audience.
19. In-depth knowledge of and advanced skills in automated financial and accounting reporting systems.
20. Oversee financial system supporting the finance organization.
Supervisory Responsibilities
Leader: Administers Hires, Terminations, and Performance Reviews
Experience Qualifications
At least seven (7) years leading business planning, financial and healthcare data modeling, and managing complex projects. At least five (5) years supervisory experience. Experience working with Medi-Cal, CMS, and/or other state sponsored programs. Experience working with external auditors and/or supporting external audits. Equivalent combination of education and experience.
Preferred Experience
Managed care experience preferred.
Education Qualifications
Masters degree in Business Administration, Public Health or related field from an accredited institution required.

Knowledge Requirement
Must have knowledge of the principles and practices of managed care, as they apply to finance, including capitation, fee for service, IBNR, risk sharing, and HEDIS. Must have demonstrated knowledge of state funded programs, including regulations, funding mechanisms, and reporting requirements. Must have demonstrated of GAAP/GASB and technical accounting knowledge.
Skills Requirement
Very strong coaching/counseling skills, including ability to function as a mentor to management and employees. Advanced Excel skills, including the ability to create complex formulas and templates. Very strong facilitation, problem solving, and conflict resolution skills.
Abilities Requirement
Ability to articulate and embrace organizational values, integrates into management practices, and foster their manifestation among staff. Ability to supervise staff, and ensure that direct reports supervise staff, in a manner that maximizes employee performance and business results. Ability to initiate, establish and maintain effective working elationships with individuals at all levels both inside and outside of IEHP.
