Job Summary

Oversees the work of other outside plant (OSP) engineers during construction of network facilities in an aerial, underground, or building environment. Works closely with upstream groups, completes fiber verification requests, project estimates, designs, bids, permits and manages construction of new building adds. Monitors infrastructure builds and reviews punch lists, verifies work has met industry construction standards. Directs emergency restoration and mitigation activities required for the OSP network.

Job Description
  • Supports and reviews work completed by OSP Engineers ensuring that all applicable OSP standards are met.
  • Conduct meetings with fiber network provider's personnel, contractors and internal staff.
  • Works closely with upstream groups, completing fiber verification requests, project estimating, design, bid, permit and manage construction of new building adds.
  • Monitors infrastructure builds and reviews punch lists and verifies work has met industry construction standards.
  • Prepare timelines for the projects, prepare and track budgets and provide detailed weekly reports.
  • Maintains the security of the OSP network aerial and/or underground throughout area of responsibility, by managing cable locating contractors and protection activities.
  • Works closely with other carriers, local/state agencies, and building owners/landlords on new building adds and relocations.
  • Utilizes a variety of systems for the processing and reporting of work activities, inventorying OSP facilities, documentation of projects and managing various budgets to includes new construction and route maintenance/protection.
  • Owner of OSP network inventory for assigned market, is responsible for the accuracy of routes, manholes, poles, spans/ducts, transmedia, splicing, fiber distribution panels, fiber to port connectivity and fiber assignments in corporate inventory systems.
  • Manages contract and/or employee splicers.
  • Provides on the job divisional training to employees and oversees contractors to ensure the proper method and procedures of facility protection and maintenance are followed, to include use of locating equipment, Optical Time Domain Reflectometers (OTDR) and troubleshooting tone generation/reception infield.
  • Directs emergency restoration and mitigation activities required for the outside plant network. This could include fiberoptic damages, natural disasters, power failures, and any other event that could affect OSP operations.
  • Sources value added contractors/subcontractors for engineering, permitting, and construction of OSP infrastructure.
  • Maintains fiber splice records, network topography records and fiber mapping.

  • Education Qualifications: Bachelor s Degree or 7 plus years of relevant job experience - Field Of Study: Engineering or Construction Management or similar technical degree.
  • Attention to detail with good organizational capabilities.
  • Valid driver's license requiredWorks in all weather conditions.
  • Solid background and understanding of telecommunications outside plant construction and managing network related construction projects with successful results (scope, schedule, and budget).Strong understanding of contracts management and project accounting.
  • Proven results in building strong peer level relationships.
  • Strong working knowledge of Microsoft Office suite (including flowcharts).
  • Experience in using computer aided drafting programs and project management is preferred.
  • Strong interpersonal skills, including diplomatic abilities, basic courtesy, and temperament in order to conduct meetings and negotiate with partners, suppliers of right of way, other utilities, building owners, equipment vendors, and contractors.
  • Ability to assess problems, research alternatives and pursue acceptable solutions while remaining within company guidelines. Must be innovative, able to reset priorities and use resources to meet the needs of the company.
  • Ability to complete legal site/route surveys consisting of all required linear and angular measurements, and preparing all documentation for encroachments.
  • A full knowledge of OSP construction methods and bid preparation is required.
  • Ability to be on-call on a 24/7/365 basis.
