£18.97 PH - 35 hours per week - Inside IR35

Providing customer focussed, comprehensive and pragmatic HR advice and support to managers, employees and partners in line within organisational policies, procedures and legal requirements.

To support the delivery of the HR Business Plan, in order to meet Directorate and organisational HR objectives such as the People Strategy.

Purpose of job:

  • Providing customer focussed, comprehensive and pragmatic HR advice and support to managers, employees and partners in line within organisational policies, procedures and legal requirements.

  • To support the delivery of the HR Business Plan, in order to meet Directorate and organisational HR objectives such as the People Strategy.

Main Activities & Responsibilities:

  • To provide an HR Advice and support in relation absence and health issues, conduct and capability, grievance matters, organisational change and the range of employment and employee relations matters.

  • To develop and maintain collaborative and productive relationships with managers, partners, colleagues and union representatives, establishing professional credibility.

  • To lead on the management of casework, relating to discipline, grievance, sickness absence. This includes advice and support to managers, liaising with Occupational Health, case review meetings, and dismissal decision hearings.

  • To support the development and maintenance of a performance management culture within the Directorate. This includes developing managers' skills in this area, leading on performance related casework, and advising and guiding managers through the relevant policies.

  • To provide professional advice to Investigating Officers in formal investigations, interviews and reporting writing.

  • To provide professional HR advice and support to managers undertaking change programmes including redundancy and TUPE.

  • To drive performance and attainment of HR KPI's for casework, sickness absence and change activity.

  • To provide a focussed and dedicated support service to employees registered on the Redeployment Programme

  • To prepare regular and ad hoc management information reports, as agreed with service areas, to support continuous improvement in the management and monitoring of sickness absence and performance management. Use these reports in conjunction with the HR KPI reports to target resource and action where most appropriate.

  • To support the Senior HR Advisers/Team manager in the provision of a day-to-day Human Resources service to operational managers.

  • To assist in the design and delivery of development workshops in areas of HR best practice, to enhance knowledge and skills within the Directorate.

  • To advise managers on recruitment and selection issues, including development of job descriptions, person specifications, the whole grading process, selection processes and participating in selection processes when necessary.

  • To keep up to date with developments in employment legislation and human resources best practice, knowledge sharing within the team to ensure continuous development and improvement in the service offered. Identify and communicate these implications to Operational Management teams, as appropriate.

  • To provide cover across all HR service areas as appropriate and provide guidance.

QUALIFICATIONS/TRAINING

It is essential that the postholder has: Part CIPD qualified OR educated to NVQ level 4 or equivalent in a relevant discipline, eg human resources, business

It is desirable that the postholder has: To be CIPD qualified

EXPERIENCE/KNOWLEDGE:

  • It is essential that the postholder has:

  • Considerable experience of providing business-focused, pragmatic HR advice

  • A thorough knowledge of Human Resources practice and procedures

  • Detailed knowledge of Employment Law principles, case law and codes of practice

  • Knowledge of Key HR performance measures, and demonstrable experience of using data to target service delivery

  • Significant experience of working in a human resources environment

  • Demonstrable experience of producing statistical reports.

  • Demonstrable experience of producing letters and documentation using information technology

It is desirable that the postholder has:

A knowledge and understanding of national and local issues affecting Human Resources. Designed and delivered coaching/training sessions for Managers

  • It is essential that the postholder has:

  • Ability to understand, interpret and provide advice on diverse terms, conditions, policies and practices, and relate them to existing employment and case law

  • Evidence of excellent problem solving skills

  • Developed influencing and persuading skills

  • Demonstrated ability to build and maintain successful relationships with key contacts

  • A customer focused approach.

  • Ability to work within agreed timescales and quality standards

  • Skills and ability to deliver short HR related coaching sessions to Managers
